Land borders to be reopened and changes made to air travel protocols

The following health screening protocols are in force in Ghana as of 28th March, 2022

Travellers with Internet Access

A. If Vaccinated

  • Create an account on the AU-endorsed site: trustedtravel.panabios.org.
  • Click on the “Trusted Vaccines” tab.
  • Set your origin and destination.

  • Fill the short form to provide details of your vaccination. The system may ask you to upload the pages of your vaccine card if needed for further forensic analysis.
  • In a few minutes, the system will verify your vaccine records and issue you with a code and a pass. Either the vaccine code or the pass is adequate for travel.

  • Immigration and Port Health Officers reserve the right to inspect the pass or code before allowing you to cross. Please comply if asked.

B. If Not Vaccinated

  • On the check-in page at trustedtravel.panabios.org, you can check for accredited laboratories by entering your origin country.

  • Only visit laboratories that have the Trusted Travel (TT) logo next to their name on the platform.

  • At the laboratory, give the same email address and mobile number you entered when creating your PanaBIOS account. Once your result is ready, it will automatically appear in the account with the TT number issued by the lab that can be verified by Port Health. Look out for an email from admin@panabios.org or an SMS message.
  • Immigration and Port Health Officers reserve the right to inspect the pass or code before allowing you to cross. Please comply if asked.

Travellers without Internet Access

A. If Vaccinated

  • Whether using your vaccination record or a PCR test to cross the land border, you must speak to a trusted friend or relative to add you as a Dependent in their PanaBIOS account.

  • Please give them your vaccination card to handle the verification process for you. After the process, they will give you a Vaccine Code or print out the pass for you. Please keep it safe as a Port Health or Immigration Officer has the right to demand to see either before allowing you to cross.

  • If you are unvaccinated, your trusted relative or friend can guide you as to which laboratories can issue a PCR test certificate acceptable for crossing. The PCR test code shall appear in the PanaBIOS account of your trusted friend or relative when you give their mobile number or email address to the TT laboratory.

Travellers Exiting Ghana

  • All previous health and safety protocols and announcements remain in force.

Airline Roles

Travellers Entering Ghana

  • Enter your origin country and set the destination to Ghana on trustedtravel.panabios.org or on the UNDP-endorsed Global Haven site: globalhaven.org.
  • As much as possible try to visit a TT laboratory. If there are none close to you, take your test at another accredited lab on the PanaBIOS or Global Haven labs registry.
  • If you take your test at a TT lab and give them the same email address used to open your account, the result will be automatically delivered to your account bearing a TT code. Ensure that the test was conducted within 48 hours of your arrival in Ghana.
  • If you do not visit a TT lab, then you must upload your test result or certificate by choosing the “test taken at a non-TT lab option”. The result/certificate will be immediately analysed for authenticity by an algorithm and the result displayed in a few minutes. If accepted, you will be issued with a TC code in the form of both a QR code and alphanumeric number.
  • You must also upload all pages of your vaccine card or certificate by accessing the Trusted Vaccines link in your PanaBIOS account. You will be issued a Vaccine Code after doing this.
  • Vaccinated travellers will now only be tested on-arrival based on risk assessments.

Airline Roles

  • Ensure that their overseas airport station officers are fully trained on PanaBIOS and issued with the necessary accounts. PanaBIOS is also available to integrate the system directly into the DCS platforms of all airlines.
  • Ensure that in all their communications to travellers, they include the above steps.
  • Ensure that station officers pre-validate travellers before they board them using the PanaBIOS system.
  • If travellers arrive at check-in without their TC codes or TC cards, they must upload their PCR certificates on behalf of the traveller to generate the TC code on their behalf.
  • Travellers must show BOTH a Vaccine Code from PanaBIOS and their Vaccine Card before check-in.
  • The Ghana Health Service will strictly monitor which airlines are observing the rules from their dashboard and pursue punitive actions against non-compliant airlines.

These measures are designed both for the national security of Ghana and the convenience of travellers. So, we urge all parties to kindly and strictly comply for the public good.
